WIMBI LA UBAKAJI LABEBA SURA MPYA, ABAKA MTOTO WA MIAKA MIWILI – MBEYA.

Habari na Ezekiel Kamanga, Mbeya. Wimbi la ubakaji kwa watoto mkoani Mbeya limechukua sura mpya baada ya mkazi mmoja wa Kijiji cha Ikukwa, Wilaya ya Mbeya Vijijini kumbaka mtoto mwenye umri wa miaka miwili bila huruma. Tukio hilo limetokea majira ya saa 8 mchana Machi 24 mwaka huu, ambapo mtu mmoja aliyefahamika kwa jina la Manase (30) kumbaka mtoto baada ya kumrubuni mtoto na kwenda naye nyumbani kwake na kisha kufanyia ukatili huo. Baada ya kusikika kwa kelele chumbani kwa Manase, wananchi walifuatilia na kukuta mtoto akiwa amejeruhiwa vibaya , ambapo walimkamata mbakaji huyo na kumpeleka Kituo cha Polisi Kati kilichopo Jijini Mbeya . Hata hivyo mtuhumiwa anashikiliwa Kituoni hapo na Jeshi la Polisi na wakati wowote atafikishwa mahakamani mara baada ya upelelezi kukamilika.. Wakati huohuo mtoto aliyebakwa amelazwa katika Hospitali ya Rufaa iliyopo jijini hapa, akipatiwa na matibabu na uchunguzi wa kitendo hicho umebaini kuwa ni imani za kishirikiana.

RESPONSE LETTER OF THE COMPLAINTS RELATING TO MISSING FUNDS

Dear TASWO Members and Partners.

It is rightly said, no matter how good our intentions and efforts there bound where it is necessary to deal with complaints. This letter is written to all TASWO members and partners as a response of the TASWO Executive Committee to the complaints relating to missing funds collected by TASWO leadership for Gongo la Mboto victims and AGM membership dues. The said complaints were raised by a person who identifies himself/herself TASWO member and has chosen to hide his/her identity.

On the 27th and 28th January 2010, the TASWO Executive Committee held its meeting to deliberate on various issues. We celebrate that the meeting was fully attended by all its office bearers, committee members, TASWO staff and AIHA – Tanzania Country Director, Ms Sally Talike Chalamila, who partially attended the meeting on the 27th January 2012. The thrust of the meeting was geared towards appraising the performance of the association for the year ending 31st March 2012 and establish a planning and budgeting framework for the year starting on 1st April 2012 ending 31st March 2013. The meeting also discussed issues raised by the Ms Sally Talike Chalamila dated 26th January 2012, addressed to TASWO Executive Committee members on their individual capacities. The focus of Ms Chalamila’s letter revolved around an e-mail written by unidentified person claiming to be TASWO member raising issues relating to: a) Missing Gongo la Mboto victim donations b) Missing AGM membership dues. The aforesaid person circulated the e-mail to some TASWO members and its partners as well as donors.

2) The TASWO Executive Committee Meeting carefully and intensively reviewed the contents of the e-mail and discussed the possible sources of information relating to the contents of the e-mail. It noted that a) practical weaknesses in handling the monies for both Gongo la Mboto victims and AGM membership dues, b) money donated for Gongo la Mboto victims was not missing but was banked intact into TASWO Bank Account, and c) the AGM membership dues of the first day of the meeting were given to the TASWO Chairperson who in turn gave to Agape College Cashier for banking to TASWO Account, d) The Agape College Cashier accidentally banked the aforesaid money together with other money of the College to Agape College Account, e) Agape College management discovered the blunder while closing the College Accounts for the year ending 31st December 2011 and reimbursed TASWO money accordingly.


3) The TASWO Executive Committee appreciates the information it has received through a person who for best reason known to himself or herself has chosen to hide his or her identity. It is evident to the Committee that the e-mail writer of having a very close access to confidential information of the association and its partners. It was also plain to the Executive Committee that the e-mail writer purposefully took advantage of the practical weaknesses in handling the funds collected for Gongo la Mboto and AGM membership dues not only to tarnish the image of TASWO leadership, but also to impair the capacity of the association to improve the quality of social work training and strengthening social welfare provision in Tanzania.

4) As narrated in the 2nd and 3rd paragraphs above, the Executive Committee is aware of the negative consequences caused by the identified weakness as magnified by the e-mail writer and improperly of presented to wrong forums. Consequently, it resolved that the money collected for Gongo la Mboto victims to be disbursed to the Dar es Salaam Region Disaster Committee and to accept Agape College money as ratification for a deposit blunder that occurred. It also regrets that the information shared by the e-mail writer by default it implicates the American International Health Alliance – Tanzania and TASWO partners.


5) The TASWO Executive Committee would like to inform all its members and partners that the complaints raised by an anonymous e-mail writer have been democratically discussed and prudent decisions reached to contain negative consequences of the functioning of the association. Accordingly, all TASWO members are urged to continue consolidating on the successes we have so far achieved to revitalize the association through maintaining and enhancing the vibrancy of our programs. This essentially means focusing on TASWO goals and objectives which includes the development of proper tools for administrative and financial management tools as well as succession plans of its leadership.

All in all, the Executive Committee would like to thank the anonymous e-mail writer for indirectly drawing its attention to issues discussed in this letter. The Committee would also like to strongly discourage all its members in using unconstitutional forums that in one way or the other cause inconvenience to various parties and tarnish the image of association and other stakeholders. Consequently, the Executive Committee requests all TASWO members and other stakeholders to accept its apologies associated with improper acquisition and use of information that have caused a lot of inconveniences.
